BLOCK PARTY ON ELM is a FREE community event located in East Waco, Texas.
Our goal is to provide the community with an environment of fun and enlightenment. We want attendees to leave knowing someone or something, that they didn’t know before they arrived. And we want the vendors, organizations and artists to leave with more support and exposure than what they came with.
